简要规格描述或项目基本概况介绍、用途:为进一步加强浦东新区既有建筑玻璃幕墙安全使用维护监督管理,按照《浦东新区既有玻璃幕墙使用维护第三方检查方案》中“三标段”区域内1730栋既有玻璃幕墙建筑,分布在合庆、宣桥、祝桥、老港、惠南、康桥、周浦、航头、新场、大团、三林、周家渡、北蔡、上钢、沪东进行全覆盖监督检查,并加强汛期、高温期间检查力度,对检查发现隐患做好整改督促闭合,同时做好既有玻璃幕墙信息平台的数据更新维护工作,做好既有玻璃幕墙突发事件应急响应处置。本项目主要工作内容包括:监督检查工作(玻璃幕墙日常检查、玻璃幕墙专项检查、玻璃幕墙综合督查)、应急保障工作、日常事务性工作、其他既有玻璃幕墙使用维护监管相关交办工作。参加本次投标的投标人,可对一个包件进行投标,也可对多个包件同时进行投标,但每个投标人只能中标一个包件。(具体详见第三章采购需求书)

Brief specification description or basic overview of the project: In order to further strengthen the supervision and management of the safe use and maintenance of existing glass curtain walls in Pudong New Area, according to the "Third bid Section" area of the "Third-party Inspection Plan for the Use and Maintenance of existing glass curtain walls in Pudong New Area", Distributed in Heqing, Xuanqiao, Zhuqiao, Laogang, Huinan, Kangqiao, Zhoupu, Hangtou, Xinchang, Dtuan, Sanlin, Zhoujiadu, Beicai, Shanggang and Huidong to carry out full coverage supervision and inspection, and strengthen inspection during flood season and high temperature, to make rectification and urge closure of hidden hazards found in inspection, and to do a good job in the data update and maintenance of the existing glass curtain wall information platform. Do a good job in emergency response of existing glass curtain wall emergencies. The main work contents of this project include: supervision and inspection (see bidding documents for details)

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定;

(b)落实政府采购政策需满足的资格要求:(1)扶持中小企业政策:本项目包件(标段)一是专门面向中小企业采购,评审时中小企业产品均不执行价格折扣优惠;包件(标段)二、包件(标段)三不是专门面向中小企业采购,评审时小型和微型企业产品享受10%的价格折扣。(2)残疾人福利性单位,并将其视同小微型企业。本项目中小企业所属的行业为其他未列明行业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Policies to support small and medium-sized enterprises: First, the project package (bid section) is specifically for small and medium-sized enterprises to purchase, and the products of small and medium-sized enterprises are not subject to price discounts during the review; Package (bid section) 2, package (bid section) 3 is not specifically for small and medium-sized enterprises procurement, small and micro enterprise products enjoy 10% price discount at the time of review. (2) welfare units for the disabled, and regard them as small and micro enterprises. The small and medium-sized enterprises in this project belong to other industries not listed.

(c)本项目的特定资格要求:1、未被“信用中国”(******)、中国政府采购网(******)列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单;
2、须系我国境内依法设立的法人或非法人组织;
3、本项目不允许转包、违法分包。

(c)Specific qualification requirements for this program: 1. Not included in Credit China (******) and China Government Procurement website (******) in the record list of persons subject to enforcement for trustbreaking, major tax law and trustbreaking subjects, and serious illegal and trustbreaking behaviors of government procurement; (2) It must be a legal person or an unincorporated organization legally established in China; 3. Subcontracting and illegal subcontracting are not allowed in this project.
