简要规格描述或项目基本概况介绍、用途：为进一步加强浦东新区既有建筑玻璃幕墙安全使用维护监督管理，按照《浦东新区既有玻璃幕墙使用维护第三方检查方案》中“三标段”区域内1730栋既有玻璃幕墙建筑，分布在合庆、宣桥、祝桥、老港、惠南、康桥、周浦、航头、新场、大团、三林、周家渡、北蔡、上钢、沪东进行全覆盖监督检查，并加强汛期、高温期间检查力度，对检查发现隐患做好整改督促闭合，同时做好既有玻璃幕墙信息平台的数据更新维护工作，做好既有玻璃幕墙突发事件应急响应处置。本项目主要工作内容包括：监督检查工作（玻璃幕墙日常检查、玻璃幕墙专项检查、玻璃幕墙综合督查）、应急保障工作、日常事务性工作、其他既有玻璃幕墙使用维护监管相关交办工作。参加本次投标的投标人，可对一个包件进行投标，也可对多个包件同时进行投标，但每个投标人只能中标一个包件。（具体详见第三章采购需求书）

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目包件（标段）一是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；包件（标段）二、包件（标段）三不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣。（2）残疾人福利性单位，并将其视同小微型企业。本项目中小企业所属的行业为其他未列明行业。
